There is this really weird science thing going on up here where the road chemicals and either patches or new asphalt make a super corrosive liquid that won't freeze under natural conditions. Instead of causing rust it eats stuff like metallic paint and bike parts. I expect it to only get worse.

I went to the local metal recycler to see if I could find some stainless bar stock in the size I need. In a pile of junked bike wheels were two wheels.

700c aluminum Electra branded rim laced to Shimano Inter 3 hub and still had the the click box. No idea if it still works.
700c generic aluminum rim laced to probably 1st edition Nexus generator hub (the era of the roller brake). Feels super notchy compared to my other dynohubs.

Both rims are straight.

I'm trying to get over the bike part hoarding, but I could probably get them for $5-10. Please tell me it's ok to walk away.

nicer S&S'd frames turn up on ebay fairly often for similar money, but maybe not in 46cm. (is it a good fit for you or derpy small surly as normal?)

I will eventually use that credit on stuff. I trade in junk from the shop, and all the bikes which are abandoned at work or elsewhere, and usually use the credit to buy things which I can subsequently sell on eBay for a decent profit, or spend it on consumables.

I owned a CC for a long time, and a 46 is what I rode, in Surly's derpy sizing.

Also worth noting - new CCs are $700 through Q.

You'll want at least a 20.75" toptube and 8.5" bars.

Look for 100% chromoly frame/fork/bars, three piece 48 spline cranks, and sealed bearings.

Well bought it. The headset is weird (external internal?) but the thing is super clean. Saddle swap made it a much more credible looking machine.

It's 1 1/8", yes? What's the deal with the fork (i.e. oil?, elastomer?, how likely is it to be dead)? This would be a town bike for a 240 pound dude. I would try to convince him to rigid fork/mullet it.

Oh, and install some tires with some actual volume.

Fairly solid. That fork might be 1", hard to tell for sure, and I would assume it's largely dead. Even if it is, there are 1" threadless Kona P2 forks available. Decent brake levers, v-brakes, nicer crankset, nicer rear derailleur point to it being a nice frame as well. Gripshift is annoying. Hard to tell if it's 7 or 8 speed cassette.

Who is doing the work, what's his budget?

I would do the work. With this one I assume budget = only what is needed to make it safe and rideable.

Good call on the Kona fork. If it's 1" that seems like the way to go.

The Judy fork if still stock should have an elastomer stack in both legs. By now they're probably rock hard. It's possible they might have been upgraded to coil springs. There's a damper cartridge in the left leg. It might have lost the oil especially if it's one of the later plastic bodies. They're easy to refill with oil though, you just need snap ring pliers, your basic allen wrenches, and a hammer.

It's between the Silver/Grey and the Black/Grey 46cm blem that's only a few bucks more.

The 853 frameset is tantalizingly cheap, but still too much for me.

I think some of the slider On-Ones are an asspain to line up calipers with.

Also, $100 for a well used frame isn't that great a deal considering how cheaply they blow stuff out on a regular basis.
